Another issue here is how food production stays consistent throughout the entire year, which in many cases is non-historical. Unless you build multiple cities in a single state, or focus on developing a megacity, you will rarely need to import food to keep your population satisfied. For starters, it is fairly easy to keep your food production high enough that it will consistently increase toward the maximum food capacity. Now, there are issues with this mechanic. Added to this, certain trade goods that are produced like Grain and Livestock also provide an additional amount of food.
